Mandatory Pre- and Post-Tenancy Photographs (Civil Code §1950.5 Update) - California State Law


Key Changes:

Starting April 1, 2025, Los Angeles landlords must take photographs of rental units after a tenant vacates and again after restoring the unit to rentable condition. By July 1, 2025, photographs of the unit's condition before leasing to new tenants will also be required. To comply, landlords should photograph all key areas, securely store date-stamped images, and use them as evidence for security deposit disputes or damage claims.

  • Effective April 1, 2025:
    After a tenant vacates, you must take photographs of the unit in its vacated condition. Once you restore it to a rentable condition, take another set of photos.
  • Effective July 1, 2025:
    You must also have photographs of the unit’s condition before initially leasing it to a tenant.

Practical Tips:

  • Create a Photo Checklist: Photograph every room, appliance, fixture, and relevant detail to document the unit’s condition.
  • Digital Storage: Store images securely with date stamps. Having a reliable organizational system helps if disputes arise over security deposits or property damage.
  • Use These Photos for Security Deposit Settlements: These images provide clear, visual evidence of any damage caused by the tenant, making security deposit deductions more defensible.
